Stun guns, also known as electrical impulse devices, are covered by the Weapons Act (WaffG) and are listed in Section 1 ("Prohibited Weapons") of Appendix 2 (Weapons List) under item 1.3.6. According to Section 2 (3) WaffG, the basic handling of them is prohibited. However, it is important to note that there are exceptions.

Although stun guns are among the prohibited weapons under the Weapons Act (WaffG) as "electrical impulse devices", there are nevertheless certain devices that are permitted and may be legally acquired, possessed and carried. Since 2011, these stun guns must bear the PTB test mark of the Physikalisch-Technische Bundesanstalt. In addition, only people who are at least 18 years old are allowed to handle stun guns. In contrast to alarm guns, a small firearms license is not required for approved stun guns.

The PTB test mark is of great importance for the legal use of stun guns. It certifies that the device is officially approved in Germany and poses no health risk. These approved devices normally switch off automatically within a maximum of 10 seconds and have a lower amperage compared to non-approved devices. This is to prevent serious danger to human health and life.

However, this concerns carrying, the use for self-defense is regulated by the self-defense law.

Modern stun guns have various functions and options that improve their effectiveness and ease of use:
