Product safety regulation (internal company guidelines / SOP) for the HS Produkt XDM, caliber 9 mm Luger created in German. It focuses on legal requirements, risk management, testing and documentation obligations, labeling, packaging, recall and reporting procedures, as well as responsibilities. Important: Firearms are subject to specific laws in the EU/Germany (Weapons Act, Proof Act) and the new general EU Product Safety Regulation (GPSR / Regulation (EU) No. 2023/988). Therefore, additional obligations apply to manufacturers/importers; CE marking is not necessarily applicable to firearms and is excluded in certain cases. Product safety regulation — HS Produkt pistol XDM, 9 mm Luger
1. Purpose and Scope
This regulation establishes binding requirements for the development, manufacture, testing, labeling, packaging, storage, distribution, and monitoring of the HS Produkt XDM (9×19 mm Luger). It applies to all employees and contract manufacturers involved in design, production, testing, approval, or distribution.
2. Definitions
- Manufacturer: HS Produkt d.o.o. or their authorized sales organization.
- Placing on the market: Transfer to the end customer/distribution in the respective legal jurisdiction.
- Technical documentation / Technical file: Product file according to GPSR with risk assessment, test results, user manual, data sheets, declarations of conformity (if required).
- Proof testing: legally required safety technical testing by a proof house (if applicable, national). BMU+1

4. Responsibilities
- Product Responsible (Chief Product Safety Officer / designated person): Overall responsibility for conformity, technical documentation, risk assessment, approvals, and reporting obligations.
- Quality Management: Monitoring of production processes, supplier qualification, complaint management.
- Production / Manufacturing Partners: Compliance with documented manufacturing processes, conducting internal inspections, traceability.
- Legal/Compliance: Review of national export/import and distribution requirements, support for approvals/registration.
5. Risk Analysis & Safety Requirements
- Conduct a formal risk assessment (according to an ISO 12100-like approach) for all hazards that may arise from assembly, functionality, material, or misuse (e.g., unintentional discharge, overpressure, material failure, handling errors, defective ammunition). Results must be documented in the technical documentation.
- Establish technical protective measures (mechanical/structural), safe operating and maintenance instructions (non-operational safety information), as well as warnings. (Note: this is not an operational manual that instructs dangerous use.) Chamber of Commerce
6. Design, Materials & Manufacturing Quality
- Use only approved materials with traceability (batches, supplier documentation).
- Manufacture according to approved manufacturing plans; implementation of quality checks at defined process stages (incoming inspection, interim inspection, final inspection).
- Documentation of all test and measurement protocols in the manufacturing file.
7. Tests / Approvals
- Proof testing: Before placing on the market, the nationally required tests by the responsible proof houses or testing bodies must be ensured (proof mark, certificates of conformity), where legally required. EAP Bayern
- Pressure/Safety tests: According to manufacturer specifications in collaboration with testing bodies; test results are incorporated into the technical documentation.
- Certificates of conformity: If required for specific markets, corresponding certificates/declarations must be available.
8. Labeling & Serial Numbers
- Application of legally required markings (manufacturer information, serial number, caliber indication, country of manufacture) according to national requirements. (In the EU, firearms must be traceable marked and recorded in national registers; CE marking may be excluded for firearms — no automatic application without legal review). 9. User Manual / Warnings
- Scope of delivery: Short safety information (store/transport safely, only authorized users, care/maintenance instructions by qualified personnel), requirements for safe storage/transport.
- The user manual must not contain safety-critical instructions that violate legal provisions; instead, general safety measures and references to authorized service points.
- Language versions: German manual for distribution in DE, additionally in the local language of the respective distribution countries.
10. Packaging, Storage, and Transport
- Design packaging to prevent unauthorized access/self-use during transport (e.g., sealed shipping packaging to authorized dealers/authorities).
- Storage according to internal safety guidelines and national legal requirements (e.g., secured storage areas, access control).
- Transport only via authorized and documented logistics partners; compliance with national export/import regulations.
11. Market Surveillance, Incident and Complaint Management
- System for capturing feedback, incidents, and safety events (including near-misses). All safety-relevant incidents must be documented, analyzed, and — if legally required — reported to the competent authorities.
- Evaluation process: Immediate review, risk assessment, decision on measures (safety information, recall, modification), implementation of corrective actions.
12. Recall and Remedial Measures
- Recall plan with clear roles, communication templates (for authorities, dealers, end users), logistics for return and assurance, criteria for the type and scope of a recall.
- Documentation of all measures and tracking until effectiveness verification.
13. Technical Documentation (Technical File)
The technical documentation must contain at least:
- Product description and specifications (Model XDM, 9×19 mm). hs-produkt.hr
- Results of the risk analysis and applied protective measures.

- Manufacturing and testing plans, quality documents.
- Markings, user manuals, and warnings.
- Evidence of monitoring after placing on the market (monitoring, incident reports).
- Responsible persons and manufacturer address.
14. Training & Qualification
- Regular training for manufacturing, quality control, sales, customer service on legal requirements, product safety-relevant processes, and reporting obligations.
- Awareness of legally secure communication with end users and authorities.
15. Supplier and Outsourcing Control
- Supplier qualification: Audit, quality agreements, commitment to traceability.
- Outsourcing only by written agreement; manufacturing monitoring and acceptance by QM.
16. Audits & Management Review
- Internal audits (annually) to verify compliance with this regulation.
- Management review to assess effectiveness, changes after incidents or regulatory updates.
17. Changes / Revision of the Regulation
- This regulation must be reviewed at least annually or in the event of relevant legal changes/incidents and updated as necessary. Responsible: Product Responsible / Legal & Compliance.
